I wouldn't step out the front door for either of them, even if they were giving a free concert in my driveway!
Could be anything from a rusted out brake line to a bad master or wheel cylinder. You need to fill it up with brake fluid and have someone pump the brake, to see where it is leaking out.
It sounds as though you have a float sticking in the bowl of the carbuerator, in that it is slow maintaining a fuel level in the bowl before the float drops and allows the needle to let gas fill the bowl again. Sometmes they get a little thing going on with the governor and they surge. Probably need to get tarnish off things. Gravity fed engines tend to do that because of the degree of influence float has on fuel that really doesn't have any pressure on it, pushing it to the carbuerator.
Check your local junkyard, as they usually save stuff like that, and it is much cheaper than buying new!

Also, check your breaker box and see how many breakers have been used for the dryer. Sometimes two breakers are used, whereas one powers the motor and the other powers the heating element. Check that before thinking it's the dryer.
