    how can you engine surge on high idel on a kohler twin ohv

    It sounds as though you have a float sticking in the bowl of the carbuerator, in that it is slow maintaining a fuel level in the bowl before the float drops and allows the needle to let gas fill the bowl again. Sometmes they get a little thing going on with the governor and they surge. Probably need to get tarnish off things. Gravity fed engines tend to do that because of the degree of influence float has on fuel that really doesn't have any pressure on it, pushing it to the carbuerator.
