check the electrical connections on the battery and the starter motor are all done up tight if they are then it could be a jammed starter motor.one simple way to free it is to give it a good firm "tap" with a hammer.

i was impressed by the way the authorities dealt with the situation and the advanced warning will have saved many lives.
