Eggplant's right, but I'll give you a hint.  Find the policy on-line.  Read it thoroughly.  Then go to your state agency responsible for enforcing it.  Research their site for statistics and data. Then make an appointment with an agency official to interview him or her about the policy.

I would:

1.  Go online to www.geneology.com or another similar website.  

2.  Then visit the local library where he died and talk to the geneologist. 

3.  Then go to the courthouse and check the physical records as pythonlover suggests.

Since there are 360 degrees in a circle, and 100 in a percentage, write a formula:  150/360 = x/100 then cross multiply.  150/100 = x/360.  150/360 = 41.67%.  You can verify by knowing that 180 degrees is just under half of a full circle, or 41.67%.
