    IF THE WORD HAS A VOWEL AS THE FIRST LETTER IT IS ALWAYS 'AN' PRECEDING IT. I.E An AUTHORITY.

    You must have gone to the same grade school I did and at the same time ;-)
    When the vowel's is soft such as 'A', 'E', 'I', and 'O' "an" is correct. The letter "U" is an exception. If it's pronounced with the "y" sound the correct word is "A" such as united, if it's pronounced with the 'uh' sound it's 'an'.

    any word that starts with a vowel should have an before it. So, it should be an authority
    'An authority' is correct. You must always put a consonant if the next word begins with a vowel. There is an exception for the word 'hour'. Because the word 'hour' has a vowel sound, you must put a consonant before it 'an hour'.
