This is a confusing question.  Competent Research is a value that only pertains to the question at hand and what funding is presented at the time of request should the research be deemed by a panel,  as a project that qualifies within the set of standards set forth and within the standards which has previously been approved by the government of a particular beneficiary.  Those standards are to be adhered to.  Those standards must fit into a set of pre-determined guidelines which is set forth prior to applying, at which point imagination sets in. ... Also complete devotion and passion.
