    I'm going to refer you to   WIKIPEDIA - Balanced Literacy for some clarification. 


    Literacy would be reading/comprehension, critical thinking, writing skills.  How one promotes those skills would be the approach one takes in facilitating learning.  There are so many different approaches, or methods of instruction.  The school district usually adopts a program from one of the scholastic publishers...usually some drivel written by educators and politicians who have no idea what it's really like in the trenches of a classroom.
