You cannot convert <jpeg> files to <html> the only thing you can do is that:
If you want to make use of your image (scan or downloaded jpeg files) in internet explorer, you try to use by click on <Browse>, and if the picture did not upload (preview) then you only need to resize the file.
To resize the file, you must have Corel Graphic (8 or 9 & above), you right click on the file, you click on <open with> you click <Corel Photo Paint> and if it is not in your list, you click <choose programme> you click <browse> <my computer> - <local disk (hard disk)> and you locate your corel graphic.
