        no.They were supposed to be kings of 3 different countries. The story goes that one of them was king of Persia - - - -modern day Iraq. There's been a suggestion that another one was king of Sudan .

          not because there king of different nation or continent but sheperds are simple employed worker and we know that they are badly payed
