If a wagon is being pulled up a hill by a steel cable on a set of train tracks, which set of wheels is getting more friction, the front ones the back ones, or the same?

If all wheels are equally free to rotate, the rear wheels will be loaded more because the angle of incline will apply more of the load on the rear wheels and less of the load on the front wheels. Gravity rules what can be done on an incline. Of course you specified “pulled up an incline by cable”. Friction is resistance to rotate…I assume weight distribution is at issue rather than friction.
