let's see..."15 will get you 20" an old saying- a warning for adults not to date minors (of course there are different ages in different states...and if the minor was a willing participant (gave full consent) then their can be more lieniency.

It's when someone underage is  involved in a incident meant for folks over 21 or maybe 18.  Those youngsters are jail bait!
