I am not sure who you would call but would you really want to live in the same house after you reported your landlord to the proper authorities?
I have a friend who did just that in British Columbia and she ended up having to bail out of the house very quickly in deed.
The landlord was seriously ticked off.
I have another friend who did that in a property she rented on a property that backs on to mine... she was forced to move out by the landlord and the house was condemned by the city... she had to scramble big time.
My point is ... it would probably be in your best interest to move instead of complaining. Complain after the coast is clear and the landlord does not have a clue where you live.

Submit to your Landlord, in writing, regarding all defects you'd want him to cure. The law requires that you give him sufficient time to cure such defects. Having the walls painted dark ugly purple alone does not constitute an "uninhabitable" house. Your complaint needs to be reasonable in a legal sense. For example, the leaky roof is a situation whereby the judge shall be able to deem it "unlivable", while an ugly wall paper may not be.

I have been complaining about the sewage problem for 17 months. He came out but didn't fix it. The washer broke, the refrigerator leeks water and puddles on the floor. He has come out several months later, and looked at it, but never fixed anything. That was two months ago. I have never been late on my rent or broken and lease rules. They own the home behind me and it's worse. He calls me to make appointments, but never shows up.
Gentlemen: This letter serves as a notice to you to cure all the defects by the accompanied dates. I implore you to remedy these items by the dates posted herein or I will proceed to either hire a professional to make all the necessary repairs or seek legal help to the full extent of the law, or both.
Below are the items to be repaired:
1. Clogged sewage: 14 days;
2. Washer and leaky refrigerator: 7 days....
3. ..... etc......
i reported my slumlord over 20 yrs ago. they condemned my apartment gave me 24 hrs to get out. i moved 5 kids and myself. my husband was in detox at the time. luckily i had a friend out of town that knew some people who had a house i could get immediately. i left everything except the absolute necessities. got a slum lord? move. they will give you a hard time. then he lied and gave me a bad reference after i lived there 10 years.
