      I have had this happen a few times.  It turned out that I had a faulty connection in the basement.... this was discovered after three different service technicians came out.  One replaced everything from the street pole to the house.  One replaced the recepticals in the house and the third one actually found the problem.

        You need to call the phone company, whoever you get your phone service through. See if a neighbor will let you use their phone.
