    Yes in the USA it is illegal. How old is that license? It should be updated every 2-4 years depending on your state.

    My State it is every 5 years for an adult. If you only have a paper change of name or change of address they can look up the rest. But we have had plastic licenses for a really long time- so, the old paper license would have expired (They would still look it up but it is not legal to drive here without a valid license).

    Nope, definitely not, but they do like you to have a card one, but it's not illegal to have an old one.

    Easy there shaney. What states allow it? You might want to mention them before you tell him he can drive with what appears to be an outdated license.

    Meaning without the hard plastic. No DMV in the US makes licenses without the plastic covering.

    You also don't know what country this person lives in. In Canada, driver's licences expire. It is illegal to drive with an expired driver's licence.

    I do not know of any state that still uses a paper license. In fact most of them have plastic ones with a magnetic strip to scan and embedded state seals on them to prevent counterfeiting. I would check with your state's DMV to be sure, before you get arrested for having an expired DL. By the way, DLs are good for up to five years before renewal is necessary.

    CT only gives 4 years. Seniors of a certain age in a lot of states have to renew every 2 years. If this person still has a paper license, I'm guessing they are a senior or close to it.
