Certainly! In the US the federal government will lend you the money to pay for college and never come after you if you fail to pay back the loan, as well as give you free housing, food stamps and Medicaid while you are here, even if you came here illegally.
If you happen to get a job but get laid off they will send you a check for 99 weeks to boot. ;)

At one time, years ago, student loans were forgiven here in Canada. That's no longer the case.
