    I think if you avoid something it already is a threat.  Preventing means you don't allow it to become a threat to avoid.  
    Avoid means to stay away from something.
    Prevent means to not let something BECOME something you need to avoid. 

    to prevent, to be pro active in ensuring a situation or event is less likely to occur, to avoid is to choose not to become involved or to ignore issues and/or people

    avoid..STEER CLEAR OF SITUATION.....prevent.../??RECOGNISE SITUATION AND:::TAKE ACTION?/ALERT OTHERS TO POTENTIAL DANGERS!
