As I understand it, the meaning of cycle of low expectation is a condition at which someone is expected to not achieve much, such as kids that grow up at bad neighborhoods or bad families might be expected by society or the education system to follow the path of violence and crime, and not to get high-school diplomas or go to college and so on. As a result, that is exactly what happens to these kids.
