It is difficult to say without a picture. I have a problem with what they call, "Morning Glory". I am constantly digging but then, so are my neighbours.
I have had very good luck with planting herbs in places where it grows. The herbs take over not giving the weedy-viney things a chance to get very far.
The other thing I have done is dig up beds and put a liner in place refilling with new soil.

Please pack the roots in water and send me the morning glories there is the absolutly perfect place for me to plant them and let them "go to Town"
Be careful, I went out and cleared and trimmed some beautiful vines and it turned out to be poison oak. I suffered for a week........

Yup. and it takes a lot of contact to become -immune. I used to et that and poison ivy all of the time!
