No, only the Congress can enact legislation.
What the President can do is issue wavers to the requirement imposed by the so called Obama care.
Obama himself has already issue wavers to the Unions, companies and some States to relieve them of the requirements under that law. The reason is it will force massive increases in the cost of enforcement.
The Republicans do not want to completely eliminate all of the provision of the law.
They were in favor for SOME of the provisions, like allowing children to remain on the healthcare policies of their parents until age 26 and preventing Insurance Company's from dropping those with long term medical conditions and the creation of our right to go out of one ones state to purchase healthcare coverage much like we can with life and car insurance..
The healthcare law has already increased the cost of buying the average healthcare policy by 10% to 20%.
Even the non-partisan House Budget Office has said the so called "Affordable Healthcare Bill" will nearly DOUBLE the cost of healthcare, when fully in enforce in 2014.
SOMETHING must be done or we are all going to be in trouble when that happens.

Any law or bill that had not been read and understood in its entirety and then passed SHOULD be repealed. Over 1200 pages that hardly any one actually read, Nancy pelosi says" lets pass it and we can see whats in it later'. This is insane but then, they did just as she suggested, now we have this mess. There are some really good points that i understand are embedded into it but there's many issues that are not fair to many as well.
