          I would put a water displacing agent in the tank  In normal gas tanks water is heaver than gas  and goes to bottom  first out and first in the engine .After that all engines run on the suck squeeze bang blow cycle . Simple as that . Then its fuel and spark in a closed combustion chamber .Think this through . and start with the fuel . Good Luck !
