      You could also say, "My neighbor, Mr. Wilson,  speaks Russian and French."     
      The reason for the comma between "my neighbor" and "Mr. Wilson" is because they are the same person. You are naming him two ways, so you separate the two references to the same thing with a comma.
      Languages (English, Italian, Russian, French, Spanish, etc. start with a capital letter.
