    You could also say, "My neighbor, Mr. Wilson,  speaks Russian and French."     
    The reason for the comma between "my neighbor" and "Mr. Wilson" is because they are the same person. You are naming him two ways, so you separate the two references to the same thing with a comma.
    Languages (English, Italian, Russian, French, Spanish, etc. start with a capital letter.  

    My neighour Mr. Wilson, speaks Russian and French!

    My neighbor, Mr. Wilson, speaks both Russian and French.

    My neighbour Mr. Wilson speaks both Russian and French.

    My neighbor Mr. Wilson speaks both Russian and French. (I just think it has better flow this way, and I feel the commas are not actually needed.)
