    A person who speaks clearly and to the point.

    A person who speaks with the facts and is sure of his words.....

    Perspicuity.  An articulate person is more than likely a perspicuous person.

    For me, articulating well means expressing my thoughts clearly, succinctly, concisely, using terminology and words that are easily understood by the person/people listening.  I think it is also important to be able to talk TO, rather than AT, people to consider yourself articulate.
