    Consider all the uncontrollable elements that can present a hazard to response saftey.Weather; daylight,traffic conditions road conditions all can have an impact.Also the area in wich you must travel through to arrive at the incident.An industrial area at night will vary greatly from a residential area in the daytime.Also the number of  units responding from  different agencies and areas. Having thorough written policies and proceidures and having all responders trained in how they should be followed as praticed in training evolutions.
