If you really need to know... ask your landlord or just linger and say "Hi"... make yourself a familiar face.
If you haven't good intentions re-think your position. No one needs to be yelled at by a neighbour.
If this person is doing things illegally, then let your landlord know.
Surely there must be a management company to deal with this, that or the other.
Write a note... that's how I met my husband. He was my upstairs neighbour.

fish girl, makes me wonder why he/she just doesn't go down and knock on the door and say hello, if their is something a bit sus then authorities should be contacted
You are correct Lambie... It could be anything going on down there and it could be something that has to potential to harm others.
