      This may or not not be the problem for you but a friend had white raised spots underneath the skin on both legs, the doctor told him they were a grass flea that buried themselves underneath the skin.

        I have allergies and a lot of them.  I also have a variety of allergic reactions that manifest depending on what I have been exposed to.  I do not, however, have that type of reaction... I would go to your doctor.
