Garnish is one of those funny words. It can mean add to (like add a decoration) or take away (remove from).
Sue decided to garnished the plate of food with a festive sprig of holly. (Here garnish means add to)
or
The court ruled against him and ordered that his wages be garnished, a set amount of money be taken from his pay and applied to the outstanding balance of the loan. (here garnish means to take away).
