Take your dog outside for a bowel movement before you leave the house.
Keep the dog in a small area or even crate train your dog if you prefer.
Start with short absences and increase them.
Small dogs can be difficult to train. Ask any honest person who owns one. I own two. Aurgh! ... Shih Tzu - Bichon ... It's shocking at times.
