      This is such an odd question but I actually have a dog that has this problem... we are waiting to see if she out grows it.  She may need an operation.  For her it's a size of the mouth and tongue.

        I have heard of this before you need to take it the Vet asap in case its something in the back of the throat it well could be in what fish girl is describing or it could be that the dog gets too exicited when entering outside I just think you should put your mind at rest and get it down the vets asap good luck
