        IN THE UK THE ANSWER IS QUITE SIMPLY NO, BUT WHEN YA ASSOSIATE THE SAME QUESTION WITH THE US CONGRESS IT WOULD SEEM MOST LIKELY THAT THE ANSWER IS AFFIRMATIVE LOL.
