My initial thought is no one would be incarcerated in Indian Territory. That was more a "white man" thing to do, so it would have been OUTSIDE Indian Territory.

I think they are asking about present day territory. Sadly, we still call them reservations. They have their own government and police force and jails. They hold court under Indian rules.
It could mean the year. I'm not sure as I've not taken the time to search yet. Have been answering nice,nice's many questions and trying to get my supper made. It's just something I thought when I read the question. I was thinking maybe they numbered the territories or something.
I'm curious and will investigate later tonight. Trying to read my course book for a real estate class tomorrow afternoon. I read nearly 10 chapters of the wrong book and am cramming, which I do not like. My own fault, which is more frustrating...no one at which to point a finger other than myself. :D
