It means when a child has L.D. ( learning disabilities ) ,or is mildly mentally retarded. They are mainstreamed in a regular classroom, for most or part of the day , then they go to the resource learning center for an hour or two. At least, that's what it means here in Mich. Maybe in other states, it means the school library
