Computers, web cams and cell phones have opened up a whole new system of communication and "sharing" that parents have to worry about these days. There is software that can be installed on your computer that will show you where everyone has been and what they have been doing on the computer. This opens up a big question about invasion of privacy and trust.
Possibly a better method is to only allow computer use in a common area of the home where everyone can see what others are doing.

You can't literally 'see' into the other person's home through his webcam, that would mean remotely accessing another users webcam. But you can see accounts your children have been communicating with in their IM clients, such as Windows Live. If you have your children's password and username, you can access their IM account and see their chat history. That will also tell you which accounts they has 'video chats' with. Also, check your browser's history, see if your children have logged into any chat room sites.
