There is two possible reasons.
1) Prior to downloading MS Security Essentials Microsoft verifies if your Operating System is licensed, another words it has been purchase and not an illegal copy. If they verify it and it comes back it is not the proper license you will not be able to download it.
2) Prior to down loading MS Security Essentials you must download an update from the Microsoft download center called net framework 3.5.
