    can a pet be buried in a right of way .

    our neighbour has buried there cats in there garden ,made a grave with fence and headstones,its right by our right of way throught the garden.We have to look at it every day.

      dont think theres anything wrong with that.We have 2 cats and 2 dogs buried in our garden and their graves have markers.We loved those pets and when they passed away we felt it was the right thing to do.i  imagine its the same for your neighbour

        Should this really bother you ?it is only someones beloved pets .I would only show concern if it was human remains buried there.
