How did the ancient polynesians plant their crops in soil?

I have an interesting device which is a carved figure as part of the handle.  It has a slot that appears to  be for a lance or stick which permits the planter to insert tip of stick and then step down on this devise allowing seed  or stem to be planted at a uniform depth.  Do you possibly know what this is or what culture devised it?

Take it to a museum and have someone look at it.
