      Maybe you should open a bank account, then you get credit card. Failing that, you will have to ask , from a rent a car reception desk.

        Yes Dollybird is right,if you have a debit card through your bank with a visa or mastercard logo,you can rent a car,they usually hold a certain amount,and reverse the charges minus the cost of the rental upon return of the car.
