sounds like your O2 sensor is bad and it is messing up your Catalyst System which is over heating and cutting down on your RMP's
check your fuse box it will be in your owners manual it will have a list of what fuse works what part of the car find the one marked for the cigarette lighter and replace it if you don't have a owners manual for your car / truck just check the fuses to see which 1 is burnt / broken and replace it it would be helpfully to have the year make and model next time
