England's form of government is a constitutional monarchy. Constitutional monarchy differs from absolute monarchy (in which the monarch has all the political power in his hands) in a way that the monarch (in our case queen Elizabeth II) doesn't have actual political power, and mostly only ceremonial duties. Therefore in england's case, the british parliament has all the political power in its hands and the prime minister is the head of the parliament.
