Is there a necessity to have a settlement before divorce?

    Or the reverse?

No, in fact it doesn't usually happen that way. That is why there are mediators during divorces. People usually don't have the time to divide up their belongings before the divorce, it happens during the divorce . Depending on how much they have, whether they are speaking to each other and other issues, it may go quickly or may take quite some time to come to terms.

Would you close the deal on a business you are trying to sell without disclosing how much equipment and inventory go with the sale? If not, it'd be prudent to treat a divorce as a business transaction because it now has become one. Make sure you both understand what is to be divided so neither of you will misunderstand later on, especially when it pertains to children.
It goes through quicker and easier if they can pan things out before hand, just make sure to have it all wrote out and notarized!!
