    Most carbs don't need adjustment. If you positively think it does and is able, look it up in the technical part of the owners manual. Don't have a manual? http://www.briggsandstratton.com/engines/push-mower/
    Turn all the way in and back out 1 and 1/2 turns, that should start it. Then make minor adjustments in 1/8 increments.
    Maybe if the float is sticking and it's flooding out, or you smell gas. Many times it will get gunked up if you don't use it for a while. Try spraying some carb cleaner into it.
