If you believe you might be in fullscreen mode, try pressing F11. If that does not work, press F11 again to go back to normal screen mode. If this was not the issue see below.
Try this . . .
1. Right click on your toolbar. Go down to customize > add or remove commands.
2. Look for the back and forward buttons on the left-hand side window, select them and add them to the right-hand side by clicking on "Add ->".
3. If you do not see a back and forward button option on the left-hand side window, try clicking on the "Reset" button underneath the "Close" button.
If that does not work, you may be having a conflict with an add-on for IE9, an update for IE9 is causing problems for your computer, or you may have spyware or a virus.
If you suspect it may be an add-on conflict, first, try to open IE8 without add-ons. To do that, go here from your taskbar . . .
[Start] > All Programs > Accessories > System Tools > Internet Explorer (No Add-Ons)
If your back/forward buttons are present in the Internet Explorer (No Add-Ons) version, then you may be having an add-on conflict. Try turning on and off some of the add-ons to see which one will bring your buttons back. Pay particular attention to the add-ons that you are not familiar with. If you don't know what they are, Google it before you disable it.
If you suspect this may be caused by a patch for IE8 that Microsoft put out, try to run autoupdates to see if they have put out any newer patches. If not, you may be forced to reinstall IE8 to fix this issue.
Failing all of this, try to do a virus and spyware scanner with your antivirus and antispyware programs of choice to see if you are infected.
