It sounds like a scam. The only "rules" over freehold property are made by the person who sells the land to the developer, or the developer. They can be things like not changing the colour of outside paint or the style of windows. They are printed in the deeds, and are mostly ignored after a few years unless somebody complains. They certainly don't give anyone the right to charge you money. Refuse to pay. If you already have paid contact your local Trading Standards Officer - look on the Council website for a contact email address. If he/she can't help they will point you to someone who can.
