Not quite sure what you mean however, if some one owns a block of flats then the owner is entitled to rent all or none of the units or any number in between.
Your "flats that can be purchased to rent" confuses me, but if you are asking can the owner sell some of the flats to a second party who intends to rent to a third party it would depend on the title on the property. If the title includes ALL the units then you cannot "split" the title, well not in Australia.
