    On vegetable seed packets, the numbers 1,2,3 usually mean the number of seeds you need to drop in any pot when you sow.
    The reason for it is that sometimes the chance of the vegetable to grow is not 100%, so just in case, you'll need to sow more than one seed in every pot.
    More information you'll get from the packet is the spacing needed between every pot, how much water the plant needs, what's the best season etc.
