can I sue the council for failing to clean up dog mess?

My children repeatedly step in dog muck that the council fails to clean up, some of the clothes and shoes are too disgusting to clean up, I have low immunity and should not touch the dog mess. Sometimes it results in me having to buy new shoes/clothes. I have tried phoning the council and just get cut off. I have lost out financially and wonder if I can recover costs or get the council to clean up my children clothes/shoes as this happens on a regular basis?

It seems as though you might start with finding out about city or town ordinances first. Is there an ordinance that puts the responsibility of picking up after ones own pet by the owners or is the city/town required to maintain the cleanliness of the streets and sidewalks? First find out who is responsible and then get advice as to how to proceed - from a lawyer if need be.
