I'm not understanding your question but I'm going to try and answer what I think you mean.
You can not enlarge a picture that's on a website unless the website has made it so it can be enlarged. You can however enlarge the page in order to get a better view of the picture. You do this by pressing down on the Crtl key on your computer (located on the bottom row of your keyboard) while holding it down, turn the wheel on your mouse up. This will make your page larger, thus making the picture larger.
