    In the fog, do you turn on the high beams?

    No the more light you are putting out the more is reflected back to you in the fog... Unless you have "fog lights".
    Low beams are best, you can see the road. Lights are very important so you can be seen.
    if you could drive at the speed of light would your headlights do any good?

    probably, especially if they were speedlights.
    Dipped lights.
    As a driving insructor i can confirm dipped lights as others have said.
