Have you tried, Bate Stations ? It will slode onto spikes, so the rats are forced to eat the bate
at the station. So cant take it out of station, to eat, bury, or hide it, so cant be dropped on ground where dogs etc can eat it. It will take time to get rid of them, depending on how many.
