You might want to find another job. The essence of construction jobs - like bricklaying - is that there is work when they building something. The only way to make this "permanent" is to move to an area that is growing exponentially, or have the government make some sort of rule that they are always putting up buildings made of bricks. Neither option is realistic, so learn some other skills and maybe join the local union. Both things will increase your chances of finding work - but i will never be permanent. You will have to change careers for that.
